Dr. Danielle R. Gilmore, MPP, CHES specializes in evaluation and phenomenological research (what’s this?), using data and lived experiences to uncover deeper insights and drive transformative change. She holds a Ph.D. in Public Policy and Administration from George Washington University, where she focused on program evaluation and the study of lived experiences to inform policy and practice.

Transforming Systems Through Education

Dr. Danielle R. Gilmore sees education as a vital social determinant of health, influencing resilience and well-being far beyond academic achievement. Her work examines education’s intersections with juvenile justice, child welfare, and healthcare to address systemic challenges.

As the lead qualitative researcher for Connecticut's Unspoken Crisis: Elevating the Voices of Young People, Dr. Gilmore led a team analyzing over 70 interviews with youth (ages 14–26) disconnected from school and work across seven cities. This comprehensive research uncovered systemic barriers faced by youth and informed actionable solutions for change.

She also developed a capacity-building framework for an intergenerational Community Advisory Group, including disconnected youth and professionals from youth-serving organizations. This collaboration culminated in a data walk—a public event where CAG members co-presented findings to amplify community voices and drive engagement.
